Dr. Peter Blackwell is the Program Director for T.I.P. at Peking University. Prior to this ESEC assignment, Dr. Blackwell has been a leading consultant to UNESCO on language development for deaf children around the world and has written extensively on the topics of curriculum development and linguistics.
